Farm Bureau is protecting Salinas Valley Water Rights against the possible consequences from sustainable groundwater management plans. MCFB continues to monitor the development of the Demand Management Policy by the Groundwater Sustainability Agency; a set of triggers could determine how groundwater extractions are limited when drought conditions occur, or when groundwater levels are lowered below tolerance levels.
Important decisions on preferred projects to combat seawater intrusion and water levels in specific areas will be decided by the Groundwater Sustainability Agency Board of Directors in October 2026. MCFB continues to monitor these projects, the feasibility studies, and the costs that will impact all landowners in the Salinas Valley region. Groundwater Sustainability Plans (GSPs) must be submitted to State agencies in early 2027 that include these specified projects.

With the remand of Ag Order 4.0 by the State Water Board, Monterey County Farm Bureau (MCFB), working with Ag Partners, is negotiating with the Regional Water Board staff on a replacement drinking water program. While Ag Partners has proposed a short-term program that could be implemented upon approval, the Regional Water Board staff continues to push for inclusion of a long-term program along with the short-term delivery of drinking water; Ag Partners contends that a long-term program is too complex to resolve when a short-term program is needed for those with wells impacted by nitrates resulting from prior agricultural operations. MCFB is monitoring the recommendations of the nitrogen expert panel convened by the State Water Board in Fall 2025.
We advocate for additional farm advisors to help with pest and disease control research, work with local communities on illegal dumping in farm fields, disaster response and recovery for both wildfire and flood, fuel load management adjacent to productive lands, and healthy soil initiatives.
